    Già Magistrato Ordinario e docente della Scuola Centrale Tributaria, è Professore di Diritto Finanziario, Giustizia tributaria e diritti fondamentali, Diritto Tributario nelle Università di Genova e Bocconi di Milano. Componente per meriti scientifici della Associazione Magistrati Tributari Italiani. Ha collaborato con il Centro per la ricerca sul crimine delle Nazioni Unite, il CSM, il Consiglio di Presidenza della Giustizia Tributaria.
    Autore di 600 tra libri e studi in materia tributaria.
